At the time of filing an application for preliminary plat approval with the Starkville city planning and zoning commission requesting consideration of a subdivision plat, the subdivider shall pay to the city clerk a filing fee of a minimum of $20.00 or $1.00 per lot on subdivisions in excess of 20 lots.
